The Progress Tracker collects the per-device outcome of a rollout — downloaded, applied, succeeded, failed — and turns it into the stage-level health signal the OTA service uses to decide whether to advance.
Stop the bleeding
The tracker computes a rolling failure rate per cohort. If it crosses the campaign threshold, it signals the OTA Service to auto-pause before the next, larger stage is released.
